Abstract
The Senate Committee on Finance conducted an investigation into the relationship between the NRA and Russia following the arrest of Maria Butina. A Russian national who was arrested in 2018 for allegedly attempting to gain political access within the United States through the NRA. The investigation discovered that there are potential weaknesses related to potential misuse of tax-exempt resources by section 501(c)(4) organizations and how such misuse can expose an organization to improper influence.
