Shining Light on Regulatory Dark Matter

Abstract

The Committee on Oversight and Government Reform issued a staff report detailing the Committee’s requested information from 46 federal agencies on their use of guidance. This report compiles information produced by agencies in response to the Committee’s request. The Committee compiled an initial inventory totaling more than 13,000 guidance documents, with substantially more documents available on agency websites or online databases.
