Abstract
The Senate Committee on Homeland Security and Governmental Affairs, responding to a request from Ranking Member Claire McCaskill, conducted an examination of the President's Fiscal Year 2019 budget submissions for 24 major federal departments and agencies. This examination also included a review of comments from Inspector Generals (IG) regarding the potential impacts of the proposed budgets. The report revealed that the President's FY19 budget submission to Congress lacked initial budget requests for over half of the IGs, thereby hindering the transparency Congress aimed for with the IG Reform Act. Additionally, at least the IGs saw reductions in their initial funding requests during the FY19 budget process, raising concerns among many others about the proposed funding levels' potential effects. Given that IGs play crucial roles in combating waste, fraud, and abuse in government spending, the funding levels proposed in the President's FY19 budget could impede their ability to conduct effective oversight of federal spending, thereby jeopardizing taxpayer dollars.
