Abstract
The Special Investigations Division of the House Committee on Government Reform conducted an investigation into the role contributions played in the passage of H.R. 4, an energy bill sponsored by leaders of House Republicans. The Special Investigations Division examined the history of contributions prior to the passage of the bill and returns on investment for energy industries after passage. The investigation found that millions of dollars were contributed to political campaigns prior to passage of H.R. 4, while billions of dollars were returned to the coal, oil and gas, and electric utilities industries through tax breaks and subsidies following the bill's passage.
