Abstract
Led by ranking member Thomas R. Carper, the Senate Committee on Homeland Security and Governmental Affairs issued a Minority Staff report in which they investigated the ongoing building of a consolidated headquarters for the Department of Homeland Security at St. Elizabeths in order to improve the Department's ability to accomplish its goals. The report makes the recommendation that Congress should fully fund the Fiscal Year 2017 President's budget request in order to complete this project and avoid unnecessary expenses which would amount to roughly $70 million. Moreover, the report urges that if Congress is not able to fully fund the project in Fiscal Year 2017, both the DHS and GSA should be provided with maximum flexibility to make the most efficient use of the funding provided.
