How the White House Energy Plan Benefitted Enron

Abstract

The Special Investigations Division of the House Committee on Government Reform conducted an investigation comparing the specifics of the White House energy plan to the recommendations advocated for by prominent Enron officials. The Special Investigations Division examined testimony from Enron officials, public statements by these officials, Enron lobbying materials, lobbying disclosure reports, and news accounts of the positions held by Enron officials. The investigation found that a large number of policies developed within the White House energy plan aligned with proposals made by Enron.
