Abstract
The Special Investigations Division of the House Committee on Government Reform and the Senate Democratic Policy Committee investigated conflicts of interest in two oversight contracts issued by the Coalition Provisional Authority (CPA) in March 2004 for the reconstruction effort in Iraq. The contractors assigned for oversight, Parsons and CH2M Hill, the report states are found to have close business relationships with the construction contractors they are tasked with overseeing. These conflicts of interest raise concerns about the independence and impartiality of the oversight process.
