Abstract
The Subcommittee on National Security, Veterans Affairs, and International Relations of the House Committee on Government Reform investigated the design and implementation of the DOD force-wide, mandatory Anthrax Vaccine Immunization Program. This investigation was initiated in response to service members' complaints of adverse health effects, inadequate medical record keeping, and heavy-handed program operation. While the subcommittee thought the program was well-intentioned, they concluded that it was an overwrought response to the threat of anthrax and was too logistically complicated to succeed. They recommended that the program be suspended until the DOD obtains approval for the use of an improved vaccine. Moreover, the subcommittee advocated for the program to be considered experimental and be undertaken only pursuant to FDA regulations governing investigational testing.
