Abstract
The Permanent Subcommitee on Investigations of the Senate Committee on Homeland Security and Governmental Affairs issued a report describing failures in the Department of Health and Human Services (HHS) processes to ensure the safety of unaccompanied alien children (UACs) in the care of the Federal Government and safeguard $32,125,779 in taxpayer funds, with primary investigation going into funding granted to the companies: VisionQuest and New Horizon. The report found that key gaps in the grant process for those who wish to provide shelter services to UACs included lack of policies to restrict funding for grantees without licences to operate, granting of funds to companies with prior adverse regulatory actions or questionable practices, and lack of research into grantees.
