Abstract
From the Senate Committee on Homeland Security and Governmental Affairs, the Subcommittee on Federal Spending Oversight and Emergency Management led by Senator Rand Paul issued a weekly waste report focused on a $30,000 government funded doctoral dissertation for the study of Ugandan gambling practices. The report takes aim at the existence of the research as well as the substance of the research which indicates that a majority of gambling participants occur in the informal or black market sector. The report questions the benefits that the U.S. taxpayer will get out of funding the stated research.
