Abstract
The Permanent Subcommittee on Investigations of the Senate Committee on Homeland Security and Governmental Affairs conducted an investigation into oil allocations received by the Russian Presidential Council through the Oil-for-Food program. The Subcommittee reviewed documents pertaining to the allocations received by the council. The report found that the Hussein regime over-allocated oil to the Russian Presidential Council in order to gain its favor in Russian legislation.
