Abstract
From the Senate Committee on Homeland Security and Governmental Affairs, the Subcommittee on Federal Spending Oversight and Emergency Management led by Senator Rand Paul issued a weekly waste report on two National Science Foundation grants totalling over $700,000, funding research on whether Neil Armstrong said "a" in his famous line: "That's one small step for [a] man, one giant leap for mankind." The original purpose of the grant that was submitted stated that funds would go to "help improve and understand communications for persons with conditions that may affect speech, such as autism, stuttering, and Parkinson's disease."
