Social Security Disability Programs: Improving the Quality of Benefit Award Decisions

Abstract
The Minority Staff of the Permanent Subcommittee on Investigations of the Senate Committee on Homeland Security and Governmental Affairs investigated the Social Security Disability Insurance (SSDI) program, following reports that the program could be exhausted by 2016. The report found that stress to the system has increased in response to the 2008 financial crisis and the increasing rate of individuals receiving disability benefits. They additionally found that due to the stress on the system individuals are being wrongfully added to the disability rolls, disabled Americans are having to wait longer for rightful benefits, and labor force participation has decreased. The report provides recommendations on ensuring the financial sustainability and vitality of the SSDI program into the future.
