Abstract
The Senate Committee on Homeland Security and Governmental Affairs released a Minority Staff report revealing that the Treasury Department disbursed $1.4 billion of the $2.2 trillion CARES Act to deceased individuals in 2020. The Government Accountability Office (GAO) found that the Treasury misrepresented its actions, failing to use death records to halt payments to the deceased. The GAO recommended granting the Treasury access to the Social Security Administration’s death records and mandating their use to prevent improper payments. Senator Thomas Carper and Senator Gary Peters proposed the Stopping Improper Payments to Deceased Individuals Act to address these issues.
