Abstract
The Senate Committee on Homeland Security and Governmental Affairs led by Ranking Member Tom Carper gives a Minority Staff report on how the Affordable Care Act (ACA) helps Delawareans stop smoking. The staff report covers major health insurers in Delaware and whether or not they are providing tobacco cessation services that are consistent with the ACA requirements. The staff report found that major insurers such as Aetna, Highmark BlueCross BlueShield, Cigna-HealthSpring, and United HealthCare Community plan all offered tobacco cessation services that were consistent with the ACA requirements.
