Abstract
The Special Investigations Division of the House Committee on Government Reform conducted an investigation into the effect of income and racial disparities on vote counting in particular states or urban areas. The investigation analyzed voting results from 40 congressional districts across 20 states with varying levels of poverty and minority populations. The report found that votes were more likely to be discarded in low-income, high-minority areas than in high-income, low-minority districts in addition to finding that better voting technology helps to decrease this disparity.
