The Program to End Modern Slavery: A Review of State Department Oversight of Human Trafficking Grant Recipients

Abstract
The Senate Committee on Homeland Security and Governmental Affairs issued a Minority Staff report in which they investigated how the Trafficking in Persons Office at the State Department awarded $46 million in U.S. taxpayer dollars to The Global Fund to End Modern Slavery, a brand-new entity with no prior experience in managing U.S. grant funds, in order to combat human trafficking. The investigation uncovered that it is unclear if the $46 million awarded to the Global Fund to End Modern Slavery will make a long-term difference in the fight against human trafficking. Moreover, the Committee issued multiple recommendations to the Trafficking in Persons Office, including a recommendation for the office to develop a standardized policy for awarding future funding that includes grantee past performance.
