Abstract
The Subcommittee on the Interior, the Subcommittee on Government Operations, the Subcommittee on healthcare, Benefits, and Administrative Rules, the Subcommittee on Transportation and Public Assets of the House Committee on Oversight and Government Reform partnered in an investigation into the Clean Water Rule, referred to as “waters of the United States” (WOTUS). The report states the rulemaking process and the outcomes it produces, were flawed because of numerous violations. The Committee provides information regarding the flawed process and outlines other areas of concern with respect to the WOTUS rulemaking.
