New York's Nursing Home Enforcement Has Been Inadequate

Abstract
The Special Investigations Division of the House Committee on Government Reform investigated the enforcement of federal health and safety standards in New York nursing homes. According to the federal health and safety standards set forth by Congress in 1987, ensuring nursing homes compliance to regulations was the responsibility of state and local governments. The investigation revealed that New York did not adequately protect residents in nursing homes as inspectors missed many serious violations and conducted inadequate investigations. Moreover, New York inspectors found fewer violations that inspectors in other states and also dismissed most complaints they received.
