FOIA Is Broken: A Report

House Committee on Oversight and Government Reform
Abstract
The House Committee on Oversight and Government Reform issued a staff report examining the Freedom of Information Act (FOIA) and the problems of its application by those seeking information. The report looks into ways that agencies deal with FOIA requests, and the difficulties many people have in obtaining accurate documents in a timely manner. The committee finds that FOIA does not deliver the adequate transparency it is intended to because of systematic problems such as illegal assumptions of confidentiality, agency misuse of exemptions, and idiosyncratic rules and fees that differ from agency to agency.
