DOJ's Quid Pro Quo with St. Paul: How Assistant Attorney General Thomas Perez Manipulated Justice and Ignored the Rule of Law

Abstract
The House Committee on Oversight and Government Reform, The House Committee on the Judiciary, and the Senate Committee on the Judiciary investigated a quid pro quo deal made between Assistant Attorney General Thomas E. Perez with St. Paul, Minnesota, Mayor Christopher Coleman and outside counsel, David Lillehaug. Perez agreed to decline Intervention in a False Claims whistleblower case against the City of St. Paul in exchange for the City withdrawing its appeal in Magner v. Gallagher from the Supreme Court. The Committees found that Perez was directly involved in negotiating the quid pro quo deal worth as much as $200 million to the Treasury. The report also finds that Perez likely violated the False Claims Act and the Federal Records Act.
