Supplemental Report on Bayoil Diversions of Iraqi Oil and Related Oversight Failures

Abstract
The Minority Staff of the Permanent Subcommittee on Investigations of the Senate Committee on Homeland Security and Governmental Affairs conducted an investigation into potential violations of Oil-for-Food (OFF) requirements by Bayoil, Inc. and the Iraqi government. The Subcommittee reviewed documents detailing the activities of both Bayoil, Inc. and the Iraqi government. The report found that both Bayoil, Inc. and the Iraqi government were complicit in collecting illegal surcharges, leading to the retrieval of millions of dollars of illicit revenue. The Subcommittee also reported findings regardings U.S. and U.N. oversight failure on Bayoil.
