Abstract
The House Committee on Oversight and Government Reform investigated Sandy Berger, former National Security Advisor, unlawfully removing highly classified documents during visits to the National Archives in 2002 and 2003. While Berger admitted to removing some documents and pleaded guilty in 2005, the full extent of what he took is unknown. The documents he removed included NSC numbered papers, printed emails, and original Staff Member Office Files (SMOFs), some of which were never inventoried by the Archives.
