Chemical Insecurity: An Assessment of Efforts to Secure the Nation's Chemical Facilities From Terrorist Threats

Abstract
The Senate Committee on Homeland Security and Governmental Affairs issued a Minority Staff report in which they investigated the level of success achieved by the Chemical Facility Anti-Terrorism Standards (CFATS) program in response to a looming terrorist threat on U.S. chemical facilities. The investigation uncovered that CFTAS is not reducing the United State's risk of a terrorist attack on domestic chemical infrastructure since the program focuses on the wrong threats. Moreover, the investigation concluded that if major changes are not made to the programs, CFATS will never work as intended, causing a significant waste in government spending.
