Abstract
The Majority Staff of the Committee on Governmental Affairs, as requested by Senator Fred Thompson issued a two volume report entitled "Government at the Brink" regarding the management problems facing the Bush administration. This report, Volume I, focused primarily on federal workforce problems, financial management problems, information technology problems, and program overlap and duplication; all of which lead to government waste, fraud, and abuse.
