Abstract
The Subcommittee on Government Management, Information, and Technology of the House Committee on Government Reform investigated the efficiency of the Office of Workers' Compensation Programs. The subcommittee found that Federal agencies are not providing adequate assistance to injured Federal workers, and those responsible for administering the Federal Employees' Compensation Act are not providing adequate information or services to claimants who file appeals. To remedy the issue, the subcommittee recommended clarifying the FECA to require a third physicians opinion in cases of disagreement and providing telephone access to FECA claimants, their representatives, and medical providers. Moreover, the report recommended that Congress establish an independent board to review, make recommendations, and oversee reforms of the Office of Workers' Compensation Programs.
