The Senate Committee on Homeland Security and Governmental Affairs issued a Minority Staff Report on allegations that the Office of Management and Budget under President Trump directed the Department of Homeland Security to prioritize funding for physical border infrastructure over other homeland security programs in its Fiscal Year 2019 budget proposal. This report is the second part in the three-part "Overruled" series.
