Sampling and Statistical Adjustment in the Decennial Census: Fundamental Flaws
House Committee on Government Reform and Oversight
House Committee on Government Reform and Oversight
Abstract
The Committee on Government Reform and Oversight investigated the US Department of Commerce and Bureau of the Census' plans to use statistical modeling to account for individuals who did not respond to the census. The committee advised against this method due to the uncertainties that arise from sampling/statistical adjustment which may decrease public confidence in the census. Instead, the committee recommended that the Bureau strengthen its relationships with State and local elected officials who help increase census response rates.
