Abstract
The Minority Staff of the Permanent Subcommittee on Investigations of the Senate Committee on Homeland Security and Governmental Affairs conducted an investigation into U.S. involvement in Iraqi abuse of the Oil-for-Food program. The Subcommittee held several hearings and analyzed financial documents from U.S. institutions, including Bayoil, Inc., who were implicated in the abuse. The report found that Iraq was demanding illegal surcharges on its oil and recommends that anti-corruption measures be implemented for the Oil-for-Food program.
