Abstract
The Committee on Government Reform and Oversight investigated the campaign finance scandal of 1996. The committee examined the pattern of conduct beginning in the 1992 campaign cycle that facilitated the abuse of power during Bill Clinton's re-election efforts. The investigation was hampered due to the Department of Justice refusal to provide immunity to low-level witnesses and the lack of cooperation by Attorney General Janet Reno.
