Abstract
The Subcommittee on Government Management, Information, and Technology of the House Committee on Government Reform and Oversight investigated the implementation of Federal financial management laws, the extent to which Federal executive department successfully applied the laws, and options for congressional action to improve financial management. The subcommittee found that there were material deficiencies and control weaknesses in federal financial information, alongside massive noncompliance with laws and regulations. To address the problem, the report recommended providing incentives to improve agencies financial management alongside requiring agencies to be accountable to Congress and the President through regular oversight.
