Abstract
At the request of Ranking Member Claire McCaskill, the Minority Staff of the U.S. Senate Committee on Homeland Security and Governmental Affairs examined contracts awarded by FEMA for emergency tarps and sheeting during the response to the 2017 hurricane season. The report issued findings on the process including that FEMA did not adequately use prepositioned contracts for emergency tarps and sheeting, that FEMA awarded contracts without adequate vetting, that FEMA's bid process did not ensure adequate competition, and that contractors often failed to deliver on time.
