Abstract
The Select Subcommittee on the Coronavirus Crisis of the House Committee on Oversight and Reform examined the Biden Administration's first school reopening guidance on February 12, 2021. Evidence indicates that senior agency officials shared a draft copy of the guidance with the American Federation for Teachers (AFT), a political union supporting the Biden campaign. AFT staff requested the inclusion of a "trigger" in the guidance that would automatically close schools if COVID-19 positivity rates reached a specific threshold, which the CDC implemented. The report found thousands of schools remained closed throughout the 2020-2021 school year as a result.
