Radiation-Associated Cancer in Utah from 1973 to 2001

Abstract
The Special Investigations Division of the House Committee on Government Reform investigated Radiation Exposure Compensation Act's (RECA) eligibility criteria, particularly concerning some Utah residents being denied compensation due to their location. Between 1951 and 1962, the U.S. Atomic Energy Commission conducted nuclear tests in Nevada, exposing "downwinders" to radiation. The Radiation Exposure Compensation Act (RECA) was enacted in 1990 to compensate victims. New data from the National Cancer Institute reveals higher radiation-associated cancer rates in RECA-ineligible counties in Utah than in eligible ones. The report calls for expanding RECA's boundaries for fair compensation.
