Abstract
The House Committee on Government Reform analyzed the number of children in kindergarten - third grade classrooms in Portland, Oregon. The report examined data from the 1998-99 school year and revealed that over 90% of young children in public schools were placed in classrooms that were too crowded to achieve ideal class-size objectives. Furthermore, only 7% of children were in classrooms that met the ideal class-size objectives, and the problem of overcrowding was found to get worse as students progressed through school. This problem was found to be most pronounced in Portland compared to class sizes in the greater six county region.
