Abstract
The Permanent Subcommittee on Investigations of the Senate Committee on Homeland Security and Governmental Affairs, on behalf of Chairman Carl Levin and Ranking Minority Member Tom Coburn, issued a Majority and Minority Staff report relating to an investigation into the Department of Homeland Security (DHS) and how the DHS-assigned detailees to the fusion centers forwarded intelligence of uneven quality, often not relating to terrorism. In examining federal support of fusion centers and evaluating the resulting counterterrorism intelligence, the report found that there were problems with nearly every significant aspect of DHS’s involvement with fusion centers and that DHS officials were aware of the problems hindering effective counterterrorism work by the fusion centers; however, Congress was not always informed in a timely manner to resolve the issues. Further, the report found that the fusion centers failed to produce relevant or useful intelligence reporting to DHS. The report recommends that DHS should reform its intelligence reporting efforts to avoid duplication, improve its training of reporters, and that Congress should clarify the purpose of providing federal support for DHS’s fusion center efforts.
