Abstract
From the Senate Committee on Homeland Security and Governmental Affairs, the Subcommittee on Federal Spending Oversight and Emergency Management led by Senator Rand Paul issued a weekly waste report on The United States Agency for International Development (USAID) planning to invest as much as $24.7 million as part of the "Climate Ready" project to help the Philippines adapt to rising sea-levels and extreme weather caused by climate change. The report takes issue with the USAID Request for Proposal containing no project parameters or performance work statement.
