Abstract
From the Senate Committee on Homeland Security and Governmental Affairs, the Subcommittee on Federal Spending Oversight and Emergency Management led by Senator Rand Paul issued a weekly waste report on Honolulu City wasting ~$10 million "of Community Development Block Grant (CDBG) money for no other reason than to just spend federal money fast... so they could remain eligible to receive more federal funds." CDBG funds were intended to develop affordable housing. Honolulu fast-tracked spending at the end of the grant timeliness test, buying property at 25% above market value and resulting in developed apartments that had higher rents than before. Additional renovation and affordability promises included in the grant remained unmet within the two years following the spending of funds.
