A Ticking Time Bomb: Counterterrorism Lessons From the U.S. Government's Failure to Prevent the Fort Hood Attack

Senate Committee on Homeland Security and Governmental Affairs
Permanent Subcommittee on Investigations
Abstract
The Permanent Subcommittee on Investigations of the Senate Committee on Homeland Security and Governmental Affairs investigated the events preceding the attack at Fort Hood, Texas, on November 5, 2009. The purpose was to assess failures of the U.S. government in preventing the attack and to identify how to prevent such attacks in the future. The Subcommittee found the U.S. Government failed to act on the information they had prior to the attack and broad systemic issues may have caused this failure.
