Abstract
The House Committee on Oversight and Government Reform reports on the Department of Justice investigation of banks and payment processors, known as "Operation Choke Point," to combat mass-market consumer fraud by foreclosing fraudsters' access to payment system. The committee believes that the the true goal is to target industries deemed "high risk" or otherwise objectionable by the administration. The committee finds that the operation reinterprets what constitutes an actionable violation, fundamentally distorting Congress' intent and inappropriately demanding that bankers act as the moral arbiters and policemen of the commercial world. The committee finds it is necessary to disavow and dismantle Operation Choke Point
