The Intelligence Community Involvement in the Banca Nazionale Del Lavoro (BNL) Affair

Abstract
The Senate Committee on Intelligence investigated CIA involvement in the Banca Nazionale del Lavoro (BNL) incident. The BNL incident was a plot by Christopher Drogoul, manager of BNL-Atlanta, to defraud BNL-Rome and the U.S. Government by arranging over $4 billion in unauthorized loans for people and businesses in Iraq. The committee investigated if the CIA or members of the Intelligence Community intentionally deceived/withheld information about BNL-Rome's knowledge of the fraud from the Department of Justice or the presiding judge in Drogoul's case. The committee found no evidence indicating that the CIA deliberately failed to turn over reports related to the BNL case. In order to prevent similar confusion in the future, the committee recommended updating review procedures for collection activity by intelligence agencies and clarifying the relationship between law enforcement and intelligence in criminal investigations. Similarly, they suggested providing guidance regarding the government's obligation to disclose documents in legal proceedings.
