Abstract
The Senate Committee on Homeland Security and Governmental Affairs, on behalf of Ranking Member Claire McCaskill, issued a Minority Staff report detailing the findings of an investigation into the Legacy and Afghanistan Source Operations Management (ASOM) Programs, which revealed extensive financial abuses by the subcontractor on the Legacy Program contracts. The report found several deficiencies in the Army’s contract award process, allowing Imperatis to win the Legacy Program contracts without effective competition, although its programs lacked adequate quantitative performance metrics and allowed it to subcontract about 80 percent of the work to NCC. Despite the egregious waste and an investigation into the NCC by the Army’s Criminal Investigative Command (CID), the Army continues to let the NCC receive government contracts and subcontracts.
