Abstract
The Senate Committee on Homeland Security and Governmental Affairs AD HOC Subcommittee on Disaster Recovery conducted an investigation into federal disaster housing responses after Hurricanes Katrina and Rita, led by the Federal Emergency Management Agency (FEMA). The Committee concludes that Katrina was a foreseeable disaster that should have had planning prepared and that the Federal housing response was inadequate, leading to hundreds of thousands of citizens to be negatively affected by the hurricanes.
