Abstract
The Special Investigations Division of the House Committee on Government Reform investigated the rapid growth of private companies working under federal contracts under the Bush Administration. The report draws on over 500 reports, audits, interviews with experts, data from the Federal Procurement Data System, and investigative reporting. The investigation finds widespread mismanagement at a great cost to the taxpayers.
