Abstract
From the Senate Committee on Homeland Security and Governmental Affairs, the Subcommittee on Federal Spending Oversight and Emergency Management led by Senator Rand Paul issued a weekly waste report which discusses an $8 million investment on nearly 7,000 solar panels in Arkansas that were never turned on due to design flaws and planning failures. The report took additional issue with the theoretical savings from the panels if they had worked, as it would take 53 years for the panels to pay for themselves in saved electricity costs.
