Abstract
The Senate Committee on Homeland Security and Governmental Affairs issued a Minority Staff Report on allegations that the Office of Management and Budget under President Trump directed the Department of Homeland Security to significantly reduce funding for programs aimed at preventing and mitigating terrorist threats in its Fiscal Year 2019 budget proposal. This report is the first part in the three-part "Overruled" series.
