Overruled: White House Overrules Department of Homeland Security Budget Request for Counterterrorism Programs

Abstract
At the request of Ranking Member Claire McCaskill, the Democratic staff of the Senate Committee on Homeland Security and Governmental Affairs has created a 3-part report called "Overruled" in order to summarize budgetary information contained within a document the Minority Staff recently obtained. This part of the report communicates the White House Office of Management and Budget guidance from President Trump to the Department of Homeland Security regarding its upcoming budget proposal for Fiscal Year 2019 to fund federal efforts to prevent and mitigate terror threats.
