Contracting Out Security Clearance Investigations: The Role of USIS and Allegations of Systemic Fraud
House Committee on Oversight and Government Reform
House Committee on Oversight and Government Reform
Abstract
The House Committee on Oversight and Government Reform present this report in response to the Republican staff of the Committee issuing a report on the investigation of Aaron Alexis. The initial report on the investigation was found to be incomplete. The Democratic staff discovered and detailed additional information regarding the U.S. Investigations Services, Inc., including allegations of a fraud committed over 4 1/2 years that may have put national security in danger that resulted in multiple senior officials leaving. The Committee reviewed tens of thousands of documents and interviews with different officials. The report suggests that Congress should consider creating a system that provides for continuous evaluation of federal personnel holding security clearances.
