Justice or Avarice: The Misuse of Litigation to Harm Consumers

Abstract
The Subcommittee on Domestic Policy of the House Committee on Oversight and Government Reform investigate how the misuse of litigation is utilized to harm consumers. The report found that debt collection harms consumers more in litigation than in arbitration and the FDCPA and a model due process protocol can be combined to preserve arbitration while protecting consumers. It also takes the stance that Congress should not take any action until they are provided with the necessary data to support the solutions.
