Making Sure Targeting Never Happens: Getting Politics Out of the IRS and Other Solutions

Abstract
The House Committee on Oversight and Government Reform continues their examination of the IRS and their targeting of conservative tax-exempt applicants. The committee has reviewed approximately 800,000 pages of documents produced by the IRS, the Treasury Department, the Justice Department, the Federal Election Commission, the IRS Oversight Board, the Treasury Inspector General for Tax Administration, and other custodians. They have also transcribed over 35 IRS employees. The report examines how the Supreme Court's Citizens United v. Federal Election Commission decision led to the IRS scrutinizing and delaying tax-exempt applications filed by conservative groups. The report states that congress must disentangle politics from the IRS. They propose several reforms and remodel the IRS to improve internal controls and oversight.
