Abstract
The House Committee on Government Reform released a three-part report examining clemency and the federal cases on Marc Rich and Pincus Green to determine the legitimacy of President Clinton's executive pardons of these men. The committee examined evidence from the cases in addition to declassified reports provided by the intelligence community. The committee found that Rich and Green were culpable in their crimes and were unjustly pardoned by President Clinton.
